Identified a gap on the career lattice process
While creating the Team Lead Program one (incredibly obvious!) gap came to light: while the Management team had the capability to promote Tech Leads into Team Leads... the Team Leads did not have a formal process to nominate people from their own groups and/or projects. 

Given that the Team Leads are the ones nurturing these associates, they should be the ones to nominate and create a pool for Management to review, creating a transparent and quick review spot!
