I received a laptop which seemed to very selectively detect nearby wifi networks if it detected any at all. It sounded pretty odd to me that it might only see one or two networks. 

It turned out to be fairly simple though I should've checked for it earlier. The antenna wires weren't properly attached to the network card. After attaching the wires and updating the driver, it detects and connects networks as expected.
